The client is a prominent European national sports federation accountable for governing, organizing, and developing its sport across various competitive formats. Founded in the mid-20th century, the organization represents its country on the international stage and operates under the direct oversight of the national ministry responsible for youth affairs and sports. It serves as the primary engine for both amateur participation and elite athletic performance within the country.
To execute its expansive regulatory and operational missions, the federation relies on a massive, highly decentralized administrative network. This ecosystem comprises nearly 120 regional leagues and departmental committees distributed throughout the territories. This decentralized structure ensures a deep local presence but naturally introduces significant technological and data governance challenges.
Fragmented systems and a limited workforce stalling institutional performance
To manage competitions, player licensing, and regional development initiatives, the federation’s IT department implemented localized software tools on a per-need basis. Over time, this bottom-up approach created a highly fragmented application landscape with severe interoperability limitations. The central body lacked real-time visibility into local data, complicating regulatory compliance, performance tracking, and commercial partnership scaling.
Moreover, the federation was conducting its major internal project in decades, with its settlement in a brand new headquarter nearby Paris.
